The City of Fort St. John's Artist in Residence Program is an exciting initiative designed to enhance the city's arts and culture scene, promote creativity, and unite residents through unique artistic experiences. Since its launch in 2022, the program has grown into a vibrant platform that supports local and visiting artists using various mediums while engaging the community through workshops, public art projects, and collaborative events.
2025 Artist in Residence
Mural Mentorship Program - Francine Freeman

I started my arts career in Mississauga, Ontario, creating hyper-realistic paintings with a light application of oil paints and vivid colours as a way to relive the moments and share my memories. I attended Sheridan College in Oakville, Ontario, followed by a Master's in Visual Arts at Griffith University in Australia.
After graduation, my focus was directed towards teaching the arts through classes at Oakville Arts Society and Oakville Memorial Hospital for the nurses as a form of relaxation, stress relief and skill building. I then started teaching in North York as a high school art teacher, as well as private classes, in hopes of helping others find their passion and tap into their creativity. My approach is to have students create inspiring work and use what they’ve learnt to make a positive effect by taking art out of the classroom and into the community. Most recently, my focus has been on creating community murals and public displays involving the students and in my personal work.
My personal work has evolved into creating large and small scale murals and installations on all types of surfaces indoors and outdoors. My work can be seen in bell boxes, light pole boxes, private residences and restaurants.
Since moving to Fort Nelson, BC, I have created the Parker Lake Wildfire mural on a Seacan in Fort St. John, a series of 6 concrete barrier murals at the Fieldhouse Arena, and a series of 12 concrete barrier murals, which showcase the lively downtown activation of Fort St.John. I aim to continue creating public displays, installations, and murals to brighten everyday routes and inspire youth to be involved in and have a positive view/respect for public art.
